Bishop Stephan (Steve) & Joni Webb
Pastor Steve is a 2nd generation Pastor and 4th generation member of the Church of God.
Steve and Joni have two sons, Thomas and Jacob Ryan. Both sons live in Cleveland, TN and are active in their local church serving in various ways.
Steve is a graduate of Lee University (Bachelor of Science in Bible and Theology, 2017 Magna Cum Laude) and Pentecostal Theological Seminary (Master of Theological Studies in Biblical Studies, 2019 w/honors). He is the recipient of the 2019 Biblical Studies Award from Pentecostal Theological Seminary. He is an Ordained Bishop with the Church of God (Cleveland, TN), appointed to West Virginia Church of God World Missions board (2024-2026), and elected to the West Virginia Church of God on the state Evangelism Board (2024-2026).
Steve and Joni are both involved with ministry outside of the local church.
Joni is part of Women Prayer Warriors of Faith and travels extensively to equip and train women in the much needed area of prayer.
Steve believes in missions, specifically training and equipping those in other parts of the world to be effective in ministry; believing the most effective way to reach the lost in other nations is to train those living there to be effective in ministry among their own people. He has traveled to Pakistan to teach at Pakistan School of the Word in 2022 and to Lusaka, Zambia in 2023 to teach ‘Pentecostal Theology of the Holy Spirit’ at Berea Theological University College. He is scheduled to return to Pakistan again in 2024. In 2025 trips to Uganda and Zambia are already planned. There is also a trip planned to teach in Togo in Western Africa in 2026! Outreach/Celebrate Recovery Pastor
Brian and Mel Collier recently completed CAMS (Calling and Ministerial Studies), and Brian passed his test to become a credentialed minister with the Church of God. They are now enrolled in the Ministerial Internship Program (MIP).
Brian and Mel are building the Celebrate Recovery program at Mill Creek beginning January 7, 2025! This is a VITAL program that is truly Kingdom work! You can learn more here on the website, or on Facebook.
Together they serve through outreach events, working with various outside people to feed the community, and organize community outreach events
Discipleship Pastor

Jodie is active with the Women Prayer Warriors of Faith and is resposible for Discipleship at Mill Creek. Wes is part of our finance committee at Mill Creek. Together they serve the people of the local church.
Youth Director
Joe and Amber Rogers serve as Youth Directors. They keep the youth engaged and active with each other and the church, as well as lead Children’s Church on Sunday morning.
The also keep the youth engaged with the broader Church of God events such as Winterfest, KidsFest, and Youth Camps.
